The author recently received a Canadian container and was notified to be inspected during customs clearance in Vancouver. Although customs inspection is a common occurrence in international import and export declaration, every shipment of goods may encounter it. However, I believe no one wants to encounter it on their own. I am also the author. Because once the inspection type is manual inspection, it often takes several days or even longer, which often delays the shipping schedule and incurs a series of costs. When we export from China, we usually encounter situations where people inspect. If we wait for 1-3 days or 3-5 days, we can probably complete the inspection. Generally, if we cannot catch the original shipping schedule, we can probably postpone it to the next shipping schedule. But you know what? In countries such as the United States and Canada, once inspected, it usually takes 2-3 weeks. Generally, inspecting a cabinet will incur a cost of 2-3 thousand US dollars. So not only will the time be delayed for a long time, but the cost is also quite heartbreaking. Yesterday, the customer asked me, "Do you think my goods can be smoothly released by customs?"I just realized that many customers may have very little knowledge about customs inspection. So, the author has decided to write this article about popularizing knowledge related to customs inspection. Why is there a customs inspection? Inspection of import and export goods is a law enforcement act conducted by customs in accordance with legal provisions to conduct actual verification of import and export goods. The purpose is to confirm whether the declared content of the goods is consistent with the actual situation, as well as to determine the classification, price, origin and other information of the goods. The main purpose of inspection is to prevent tax evasion and evasion of commercial inspection. 2. What does customs inspect? 1. Check the product name and specifications: Please ensure that the product name is accurate and avoid any confusion or confusion, such as mistakenly writing the export phone film as an export phone, which can cause you a lot of trouble. 2. Verify quantity and weight unit: Regardless of the quantity, please ensure accurate declaration and do not test the patience of customs as they may actually count each item one by one. 3. Check if there is infringement: Please ensure that there is no infringement or patent theft using someone else's logo. 4. Verify the source of goods: Please accurately fill in the actual source of goods and do not fill it in casually to avoid misunderstandings. 5. Check the product number: Please ensure that the customs code corresponds to the product name to avoid declaration discrepancies. 6. Check old and new: Please note that some old products are not allowed to be imported or exported. Currently, the country is cracking down on solid waste, and many old items may not be cleared and need to be returned. 7. Verify unit price/total price/currency system: Please ensure that the unit price and total price match the actual value of the goods to avoid errors in unit price or total price that deviate from the actual situation. 8. Sampling and testing: During the mask period, we deeply felt this. Please ensure that products such as masks meet quality standards. If testing is required, please send the samples for inspection to ensure they are qualified. 9. Whether to conceal: Please do not conceal or randomly report product information, and avoid carrying various miscellaneous items. 3. What types of customs inspections do they include? 1. Appearance inspection refers to the inspection method of verifying the packaging, labeling, and appearance of goods with intuitive external characteristics and easy to determine basic attributes. 2. Open box inspection refers to the inspection method of verifying the actual condition of goods after removing the outer packaging from containers, container trucks, and other boxes. 3. Machine inspection refers to the inspection method that mainly uses technical inspection equipment to verify the actual condition of goods. 4. Spot check refers to the inspection method of selectively verifying the actual condition of some goods in a shipment according to a certain proportion. 5. Thorough inspection refers to the inspection method of unpacking each item and verifying the actual condition of the goods. 4. Regarding customs control and inspection, customs control and inspection of imported and exported goods can be divided into two categories: computer control and manual control. Computer control: Customs first analyzes the risk of imported and exported goods within a certain period of time, then classifies the goods according to the level of risk, and then sets risk parameters. If there have been multiple smuggling violations of a certain product recently, or if it is found that there are many declaration errors of a certain product, the customs will set high-risk parameters. The higher the risk parameters of import and export goods, the higher the probability of being controlled by computers.Of course, most import and export goods have low risk parameters, and customs will also set a random control inspection ratio for this part of goods, which we call random control. Another way is to set risk parameters based on the AEO certification level of the enterprise. For advanced certification, the risk parameters are low, and the inspection rate of dishonest enterprises is almost 100%. Manual control: It is the customs officer responsible for the review, taxation, inspection, and release of customs documents. If there are doubts about import and export goods during the review of declaration documents, manual control instructions can be issued in the customs business operation system. In addition, the anti smuggling department will also request manual control from the customs business site upon receiving intelligence. Manual control can also be divided into five types of control instructions: Firstly, manifest control refers to the customs conducting comprehensive risk analysis on various indicators of electronic manifest data to control high-risk goods. 2, Pre order control is the process of identifying high-risk goods and enterprises as inspection targets through risk analysis. Relevant departments set parameters in the customs business system, and computers automatically extract documents containing these parameters, lock the targets, and issue inspection instructions. Its characteristics are: the elements of risk control are clear and specific, and the detection rate is high. 3, Early warning and control refers to the setting of condition parameters in the customs business system by the customs based on new policy releases, changes in risk factors such as goods and trade situations. High risk goods and enterprises are prompted on the customs declaration form, reminding on-site auditors to focus on review and determine whether inspection is necessary based on the actual situation of import and export goods. 4, Immediate control refers to on-site inspection personnel reviewing real-time declaration of import and export goods documents and issuing control instructions for certain questionable documents that require inspection. 5, Random control refers to the customs setting a certain inspection ratio for low-risk import and export goods, and the computer system randomly checks the customs declaration forms. 5. How to reduce the probability of verification? Under normal circumstances, we cannot change the probability of verification. However, if your goods are found to have problems during inspection, or if they are frequently found to have problems, the likelihood of your header being inspected in the future will be much higher. The author previously learned that after a certain cabinet of an American importer was found to have problems during inspection, for a period of time, each cabinet was inspected. So, for every customs declaration document, we hope to treat it with caution and report it as accurately and in compliance as possible.
